Anyway, the idea was always that the benefits only apply to the first big wave of electric cars, once it evens out and it's more common they will lose the benefits. It's just an incentive to get low-emission cars out on the roads. The way it works right now is kind of fucked though, since people who buy new Teslas are almost exclusively rich/upper middle-class, so you're basically making the rich people pay less while the poorer people pay normal.
