Read your Kissinger. The plan was always to cozy up to China and use it as the world's factory. American Industrialists would be allowed to introduce foreign credit, in return for ownership of capital. The CCP would slowly be bought out by these American financiers, turning China into a US slave state.
Sadly (or not?), the Democrats completely subverted this relationship by easing pressure on China in order to receive campaign funding. Without the backing of the Federal Government, China couls engage in strong nationalist policies and prevented the US Financiers from having any say ehat so ever in the Chinese economy.
