The problem with the old spanish railways is that they were designed for steam trains in the late XIX century
Spain needed to pretty much redo our entire railway infrastructure from scratch. It wasn't just about putting new rails, but creating new pathways and digging tunnels. So in the 80's government decided that since we had to redo it anyway, it was a good idea to spend 20-30% more and do it ready for high-speed
It is also completely false that nobody is using it. Despite of all the stupid opposition to high speed rail, and all the FAKE NEWS predicting that it's only for rich people and nobody would ever use it, what is actually happening is that we are beating our passenger records every year, because for first time in our history we actually have a decent rail network.
And there are a lot of low hanging opportunities to increase train traffic that are being prepared for the next years.

And the distances are also fairly small. There are a lot of stop trains that stop every 5 minutes. And if they have to travel a long distance they probably arrive within 20 minutes anyway.

Despite how old railways are in Egypt(first railways in the middle east, africa and the ottoman empire***), theyre shit nowadays. Its honestly because its used by people from small towns and villages who work in far cities(a third of Egypt) and trains arent really used by the higher classes.

For example, it costs something like 4-7 LE to travel from where I live(a small city in the northern nile delta) to Alexandria. However, its 17 LE if im using a bus(which is objectively better and more comfortable)
