back in cordoba days, these areas would actually be populated by berbers, who used these areas to continue living like they did in nafrica. they were important to the caliphate's army and made up the bulk of their cavalry. most of the regional positions were governed by forts (this was called the Taha system), which is where many of spain's towns, cities, and villages were located.
