My first Spanish teacher in high taught us Euro Spanish with the Vosotros form, 2nd teacher was a Dixie lady who spoke a Mexican accent. 3rd was a Scottish woman who would do a mix of euro and central American since she would help build houses and shit in Guatemala. 4th was an argentinian slav. Now I have a Colombian professor. All teach with their accent (I can't believe every single professor and teacher I had for Spanish has been white)
It has more to do with the fact that even in New Mexico a good 50% of the population would have no historical claim to ties with the Spanish Empire, whereas Puerto Rico is still hispanic.

yes it is for various legal reasons. If it is too difficult for you to understand, think of them as a colony. They have their own governor, laws, etc that are semi independent but still don't have a great degree of autonomy. The only difference compared to ye old days when you where born in a colony you did not had the same rights as the people back home, they still get the same citizenship rights (and thus not be called a colony rather something akin to a common wealth).

Their legal status is exactly the same as Wyoming, Nebraska, Utah, or any other territory which was later granted statehood. None of those places were "colonies" nor were they any more "semi-independent" than a regular US state is.
