If you're talking about top secret weapons programs, then that's very unlikely.

Here's why:
1. Deterrence
This won't work if everything is kept quite, so new bombers, fighters, recon. will need to be at least partially known about.

2. Internet
Impossible to hide stuff like it used to be

3. Of course top secret exists, but the US has other ways of hiding it than claiming it to be UFOs. And better technology allows for lesser chance of citizens seeing them.
Thus, UFO is rendered irrelevant.

Simulations, underground testing, etc.
You can work out a lot of kinks doing that before you even build the first proper aircraft. Modern military aircraft simulations are highly advanced. Even the basic ones require basic knowledge on how to fly a plane, such as Boeing C-17 sims. (I've done one before btw)

And, also, I'll be the first to admit that I could easily be wrong. But I do not see any logical reason the US would risk flying prototype planes in the open sky. It made sense during Cold War, as technology was lacking, but not now.

Even recently-ish pouring heavy metals from planes on small towns to test their effects

Also, after doing all the simulations you want, you'd still have to actually build it, and fly it. And even that old one was based on a definitely new technology

Considering the control they had, and how they usually work, it's not that shocking if that project was tested in very isolated places, sometimes even on random cars/people.
Obviously, as you pointed out, with smartphones, Internet, high res, and such things, it'd be just stupid doing it in the current year

If the capabilities of the aircraft are unknown it's a deterrence because rival nations are unable to figure out how to defend against it
