That's a ridiculous argument, if that is so then why would you unify Italy after centuries of Italians basically killing each other? All countries in Europe were founded on the common Graeco-Roman and Christian root. Our cultures are closer to each other than to anyone else in the world. Of course, Europe is extremely rich culturally and so very diverse, but that doesn't mean some common identity cannot exist.

EU functions very well as a customs union with corresponding legislation to follow that. Actually the customs union could go even further. For example promotion of IT industries to compete with USA and China (by using tolls and tariffs). Or destroy tax havens. Or pressure China.
However something is going have come way to early, for example the common currency. With national housing, banking, industrial sectors that react very differently to international shocks, a supranational currency is detrimental to the national economy when they need to adjust differently compared to the rest of the European community.
Also these budget rules against deficits etc. Deficits can be a natural thing for a growing economy with heavy investments, or an economy with a lot of pensioners that have saved their entire life so that they spend in their retirement.
