I've never been there myself, but it must be an absolute shithole from what i've seen on the internet, probably the absolute worst that Russia has to offer, but Russians themselves dont really care about it and you rarely hear this region being discussed anywhere, it's because Russians don't live there, it's almost like another country like Chechnya.
