Germany. Everyone is pretty much on the same page in everything. There's like 4 major parties that agree on everything, and then a newcomer party that's ostracised by everyone despite agreeing with them on most things.

Germans don't even really like democracy. The concept of "direct democracy" is demonised and stigmatised and seen as some right-wing loony idea, and they prefer faceless technocrats with no defined political ideologies to run everything, and they call it democracy. Japan's pretty much the same.
