Your price range will work fine and is the best for price/performance, but I think that $200 hardware tends to be the sweet spot for longevity.
Keep the 1050 if you want, but I'd definitely go for a better CPU. You'll have to sell the RAM if it isn't DDR4.

When it comes to single threaded performance, Intel is still the king and that is the most important thing about CPUs, unless you're doing something that requires billion cores (and 99% of people don't)

Even if you compare them both at same clock speed, Intel will win in most real world scenarios. And 9900k out of the box runs at higher clock speed anyways and it can easily be overclocked to 5GHz, while 3700x struggles at 4.4GHz

Fortunately the prices here are just basically converted from the euro price, specifically the price in france.
Unfortunately my country made the dinar lose 50% of its value during the last three years because the world bank told them to stop "supporting" the dinar which is according to them a reform so that they would give the country new debts... so things are fucking pricier today
