Your price range will work fine and is the best for price/performance, but I think that $200 hardware tends to be the sweet spot for longevity.
Keep the 1050 if you want, but I'd definitely go for a better CPU. You'll have to sell the RAM if it isn't DDR4.

3700x has better single core perf than 9900k
Even if you compare them both at same clock speed, Intel will win in most real world scenarios. And 9900k out of the box runs at higher clock speed anyways and it can easily be overclocked to 5GHz, while 3700x struggles at 4.4GHz
