It's called Finnmark after the Sami people who lived there, who were called Finns in old Norse.

The confusion between Finns and Saami is because they lived in most of southern Finland until 200 AD when Finnish speakers came from Estonia. That's why Estonian and Finnish are so similar, too.
Lapland isn't Sami land either they stole it from some people even more primitive after they were kicked out of southern Finland.
