It's not about moving the lines it's about moving the range of the numbers on the Y axes. You could literally have "BTC price" on BOTH sides of the graph and make the lines do that, by having a wider range of numbers on one side.

Coin Market Cap manipulates the whole market. The market cap line is intended for altcoins and manipulating altcoins with fake market caps, and all that altcoin market cap manipulation causes Bitcoins market cap lines to be out of parallel with the BTC price line.

I don't know the answer to your original question, but BTC only has a limited maximum supply. That maximum has not been mined yet so the supply increases every day.
