Well Russia was admitted to the IMF and Yeltsin secured tons of loans on great terms which was a pretty sweet deal. Then he made some dump decisions to raise import tariffs (Trump says hi) and ended up defaulting on those loans. All the while the criminals/oligarchs were siphoning money out of the Russian economy.
