Both their referendums were asking vague questions and were only held by the premier so when he went to Ottawa to negotiate they would know he has the public's backing. In order to secede you need approval from the PM and all 9 other premiers which can't happen. In any case, it was never going to.

The first one was vague, but the second one wasn't so vague, even if it was long-winded. Basically it was just saying that, if the "yes" side won, they would try to conclude an agreement to separate within the timeframe specified in the referendum question, after which they would separate with or without a separation agreement/deal (similar to the whole issue of no deal Brexit, for example).

If they refused to, and they can with any arbitrary reason regarding the referendum's question or the definition of a clear majority, then Quebec or Alberta could only make a unilateral declaration which won't be recognized.
