Bush was 2nd worse in the survey. He dipped the economy into recession but that was mostly due to financial deregulation going back to the Reagan years. His worst legacy is the wars in Iraq and Afghanistan which didn't make the world safer if not have made things worse. Obama is seen as worse because he never accomplished anything for the working class and liberally spent money on unpopular government programs. His economic recovery package was terribly slow and his bailout of the banks and GM was a giveaway to corporations. Obama was also involved in scandals such as Fast and Furious and much more. The modern progressive and conservative movements are a result of his legacy. Progressives realized how deep in bed corporations and goverment are together. Conservatives realized how inefficient and wasteful government could be. Billions down the drain on Obamacare and Obamacare raised preniums on the nation as a whole due to crowding out from it being government spending meanwhile private health insurance companies have seen record profits. His half-assed corporate neoliberal policies have weakened America and has made the country divided and in ruins.
