Again the elements of this data structure are:
1. A cryptographic hash of the previous valid block in the chain
2. An ordered list of transactions

You don’t need POW or POS or anything else fancy. You do need consensus rules for determining which was the last valid block but they are not part of the data structure.

As I’ve said both a bitcoin block and an XRP ledger contain these elements. Thus they are both blockchain block data structures.

That should hardly surprise anyone since the XRP ledger is modeled from bitcoin.
