It's the same in Canada. The Government just embezzles money by giving contracts to their friends who do a shit job and keep the difference. That's if any maintenance is done at all because often there's "no money" due to tax cuts and resources being plundered.

My neighborhood is clean and green but beyond that is very filthy. Areas where upper middle class or high class people live in my city are clean.
