For the moment they seem to be there only to act as mediators/translators between police and Chinese tourists. Don't think they have the power to do anything else. But as you say, they're almost a different breed when it comes to this sort of thing because of their totalitarian state that identifies them individually and nationally with the state's schemes. In other words they are completely subservient and loyal to a small group, a central mind if you will. Once you let them put a foot in the door it's all over because any chink no matter how far removed can be an agent for those schemes. Combined that with being an industrial and economic powerhouse with the largest population and chinksect domination is inevitable.
