bags and straws are an easy scapegoat for big polluters to point at and say "its not industry thats the problem with their pollution, it's the consumer that uses straws and bags" I dont know if it was a thing in canada, but here in the states there was an entire anti-littering campaign that featured kids seeing adults littering and saying the tagline "litterbug, you're busted!" Industry has been doing this shit for years, and yet people havent caught on. Always blame the poor people for the problem instead of whats actually causing it. A tactic that idiots keep eating up since looking down is easier than up.
