Should've created a federation instead where every ethnic group gets its own province but they all have obly limited autonomy so that the central authority can still govern the country effectively, unlike the dual monarchy where Hungary could veto almost any decision made by Vienna

It wouldn't feel right if it were divided based on nationality and not on historical regions. Look at the UK for example, it's divided based on historical regions even though there are still minorities living there
