Decentralization is about not having one or few points of authority with control over the network, supply or closed source code. None of this applies to 0xbtc so yeah. What happens to it is literally up to devs and the community that want build around it, which there clearly are/is.

The miner would be paid in ETH by the relayer. I send a lava packet to the relayer and pay him with ERC20s, he pays the ETH for me to a miner who includes the transaction into the blockchain. I get to send ERC20s without having to buy ETH, the relayer will earn a bit of a premium for paying the ETH for me and the miner gets his usual rewards.

Some time ago someone started shilling a "Universal Basic Income Coin" called "Swift Demand" (SD). Fair/Equal distribution is achived by everyone getting 100 coins every day.
