To reduce brazilian corruption I would create an blockchain with data integration with the banks system (national and worldwide data), the brazilian national bank and all the federal system.
It would be a anti corruption revolution that would work that way:
If the politician win legally 10k reais month this would work that way: Brazilian government wallet sent 10.000 state coins to Politician A. Than every thing politician A pay (restaurant, hotels, cars, travels) would be withdrawn from Politician A wallet, example: He used 1000 on travel: Current month balance would be (10k-1k) =9k And that way we could control if the Politician is spending more than he earns (Spend amount > earned amount), that would flag an yellow flag to a human investigation about his finantial gains.
With that national blockchain system we couldnt create "ghost people", as People A can just be born if it have attachment to People B and People C that brought people A to this world, even if someone was an orphan we would have DNA fingerprint that would match with the possible father/mother of the children.
We would have DNA fingerprint and mitocondrial fingerprint, so people couldnt fake they were sons of another person.
That integration woudnt allow corruption because you couldnt created extorted wealth in a normal way, the only way you could "create" an corruption money was if that money was never into the blockchain data, but as the treasure would catalog all paper notes, all the sold/bought things and people income the only way you could to it was take money from a place that was never in the system.

I got an idea for ending corruption globally. We set up a blockchain where people submit their family ancestry/dna. Anyone with less than 60% European or Asian dna is yellow flagged as need human review. Should they fail the human review they are sent to a camp to work in order to further assess their abilities. Should they A) refuse to comply or B) fail this final assessment we would need to implement some sort of final solution for them.
