He refused and asked for a bigger one-time payment because he thought video games were stupid bullshit with no future and he thought CD Projekt were a bunch of fucking stupid rubes for buying what he believed were worthless rights for a specific medium he thought was trash garbage.

Why doesn't he just write a new book or sequel/spinoff or something and get the publisher in on it? I doubt the devs/ publisher would be dickheads to reject it, and a new original story with a new original author could be a good selling point and mutually beneficial. The game has enough of a fan base that it would probably be a success regardless of the quality.

Not true. The games catapulted The Witcher franchise from a polish-only somewhat known book into a world-wide known franchise. Due to demand a ton of books were translated into english and sold as ebooks, audio books and just normal books. Sales that wouldn't have happened if not for the games.
The rise in popularity ALSO lead netflix to purchase rights for a series from Sapkowski.

So he benefitted from the games in two ways even though he didn't get any direct royalties from them. He's just being a fat greedy boomer.
