its pretty fucking easy to find who owns an IP. usually monero users dont keep the wallet open when not using it. so we see when your IP came online. Now we look to your bank account and find wire transfers for around the time you logged into monero wallet. Two match up? cool.
Now we go and look for when that was spent. Hopefully you logged into TOR on another machine and sent it from your real box at a later time. Now we have an evidence trail good enough any court would take it.

what do you mean ? If i buy BTC with my bank account and transfer it to lets say Binance, then i purchase XMR & withdraw it to my local wallet then send it from my local wallet to another local wallet. How will they know ??
monero users dont usually keep your wallet open 24/7. so they work backwards. They setup a remote node to gather everyones IP address that uses monero. Now they filter those out to USA entries. Then they just ask ISPs for your user info tied to that IP - which they give out freely.
Now from that they know who you are, where you live, and that you used a monero wallet at a specific time. So now they get your banking records, which the bank will give out easily as you are now using a currency known for money laundering. They now ask for details about withdrawels or deposits via wire transfer to known exchanges. Bingo, matches.
Now they have had dream market compromised for a long time. They inject something that dumps your computers mac address/ip address - just like how they trapped vendors last time with the excel file bug.

yes. a trusted vpn that doesnt keep logs. openvpn preferred, any ipsec tunnel is ok after
