Still trying to wrap my head around this but I think it's important to distinguish DTCC, which is about CLEARING securities trades vs ISDI which is about clearing derivatives.
From what I can tell chainlink is FAR more relevant to the derivatives market. When you buy a share of stock, there are a LOT of steps in the process of transferring legal ownership to you. (known as clearing and settlement). Blockchain can definitely help here, but not IMMEDIATELY clear that there is an oracle problem.
Derivatives on the other hand definitely need an oracle because you need a trusted source for off-chain information. So, if your derivative is based on price of copper on March 1, 2019, you need a trusted SOURCE for that price. That's where an oracle comes in.
