because you can send you coins at any time without having to worry about your computer being 100% clean.
to make a paper wallet secure you have to create it on a 100% clean machine and probably switch to a new address every once in a while.

It's safe, made by Ledger. I'm not sure if you have to update the ledger to use it. I think there was an update that wipes your Ledger, but they warn you before.
