The best way to tax the rich is to target gains on assets only the rich own, and to have a progressive tax rate on such gains.

For example, you could have a progressive capital gains tax. Of course, the rich could avoid this by smoothing their tax burden so you introduce a system where a running counter on lifetime taxable income prevents smoothing from being a tax avoidance strategy.

So instead of paying $12-15M/yr in taxes over 20 years on a $400M capital gains tax burden, they might only get away with paying $12-15M in taxes over the first 5 years, and then have to pay $20M in taxes for the remaining 15.
