Your wage is always stated after employer social security payments.
So if you get paid 20k, you have to pay the social security (18%, 16k€ left) and income tax on what's left on that income (here, 5k at 25%, 14750€ left).
Also, I don't know about prices in Austria, but what I see on Numbeo would tell me that you can easily live well with around 15k€ yearly in Vienna.
