We need either 1. An App Developer for IOS or 2. About $300,000 to pay an App Developer.

Your Payment will be in Company shares.

Basically we are giving everyone a Voice. More people will be paying in and it will mirror a Netflix like Model of Social Media.

A friend of mine worked at a startup in a similar theme - centered around free speech, to let people discuss important and possibly controversial topics, just no video... It failed, hard.

Anyway, can't you just use a react native or phonegap or whatever latest fad to do this website-pretending-to-be-native-app thing and test demand? I'm also quite sure there should be couple project starters/templates for calling/livestreaming, this is a popular niche now, unless you are doing some really different that other livestreaming apps then I see no need to invest 300k yet another mobile video app, it can be done for much less.
