Google can't afford to replicate BAT. Where would they have money to give a cut from each ad to their users when they need of offset the high costs of:

>Paying dividends to share holders
>Operating Youtube
>Operating Google Earth's Satelite Network
>Paying fat cat executives
>Paying useless diversity hires
>Paying actually useful devs
>R&D for many projects such as self driving cars
>Paying a high premium to Apple & other companies to set products to use it's services by default
Google takes a heavy loss on all of those things (among many others), ad revenue is where they make it all back, they can't give a portion to users.
