Yes pretty much anybody can make a freedom of information act request and for what it’s worth this reads like a standard government response to such a request. It’s completely unclear to me however with this has to do with chain-link

OK so looking at it more closely what this is is a request from someone asking the NSA to explain their roll in bitcoin. The NSA has responded that they are not going to respond. It’s hard to know at least for me what conclusion as to draw from the NSA is response.
