If you think everything is going to be on any one public blockchain, you're forgetting that many enterprises and governments simply can't have all of their info stored publicly. They can create private chains, but without an interoperability solution, this is no better than an internal database. Deloitte did a survey in early 2018 which confirmed that enterprises are looking at consortium/private/permissioned chains over public chains.
Interoperability is how to connect them.
