So far I've included the outliers. We have one saying 50k and three saying $0-1, which averages out to $5k which fits pretty well with the rest of responses

50k and 0 are still reasonable numbers.

I was going to remove them after getting 100 or so responses. Average EOY prediction with 31 responses (outliers removed) say $3628 which is kind of depressing

This seems like a situation where it may make more sense to use a median than a mean. The median will be less sensitive to people who are exaggerating their predictions.
