It's a reference to where BSV is heading.
There used to be a show on Fox network in the United States called Terra Nova, it was extremely popular and people were tuning in. The problem was it was too much money to produce and fox ultimately scrapped it after the first season.
Much like Terra Nova , BSV will require infrastructure like terabyte OC-1 fiber connections and massive arrays of redundant storage with cold storage and backups that it will get cancelled after the first pump.(that pump allready happened)
