They do it on purpose. Keep in mind the CEO and executives at car companies don't care about the long term value of a company, only short term profits.
Investing in EV technology and doing it right is difficult and takes capital. The short term downside is not something a CEO of a public company will ever do.
It's similar to asking "Why didn't blockbuster switch to digital?" Blockbuster was making money off rentals and the CEO would view digital as "eating their own business". Also wouldn't seem profitable to them at the time.
Basically the traditional auto companies are not in any way structured for EV market because of the dealer network, existing huge supplies of ICE (they have 100 days of supply in many cases), and other factors
Basically they will not switch to EV. They will probably mostly go bankrupt or shut down operations before really switching. Similar to how this goes with other industries, see kodak or blockbuster.
