Second, tell him you did not receive the payment yet. Also, you can remove the followers quite easily if he ends up doing a chargeback, right? That would hurt his public reputation a lot.

This. I worked at an app marketplace and one of the most common complaints from ppl doing customer service, was the amount of users getting ticked into saying they received an item to release payment even though they never got the item.

I will explain the instagram business to you in one sentence:

People who 'sell' followers either use a program which makes your account follow/like people in your specific niche and unfollow a few hours after (there's a % conversion rate that makes it worthwhile) OR use another bot to mass-register accounts and follow the person who's buying your services (this method is not recommended, but it is cheaper).

This is all you need know to start your instagram business.

Ask him to pay for 10% of 30k followers. If all goes well, give him the 10%, and ask for him to pay for 30%. Then 60%.

Just wait 24 hours. If the money has not been sent yet, open dispute on Paypal. There's a good chance your buyer is actually freaking out himself right now thinking that YOU are the scammer and not him. There could be some issue with his own Paypal acc, or yours, etc...

Just explain to him that you have not received the payment yet. Also, send the Paypal money to your bank account immediately after you get it.

Open an unpaid item dispute. It gives the buyer 4 days to pay, if he fails to then you can close the case and eBay will refund your fees and block him from leaving negative feedback.

I sell a lot on eBay UK and there is a policy that digital items are not allowed to be sold. I don't know if the policy is the same on the .com marketplace but you can easily be scammed by anyone opening a case against you and eBay will side in their favour, even if you can prove you delivered the followers because you're selling prohibited items.
