How the fuck do you buy bitcoin from an atm? Does it just print a fucking paper wallet like a receipt?

Never bought bitcoin from these ATMs, but on withdrawing you need to confirm phone number (burner phone) where you get a verification code which you enter on the ATM, which then displays the address that you need to deposit the btc at.
When it gets verified in 30min or more, you get a text message saying the transaction is confirmed and you can withdraw your money. You get to the ATM again and you input your phone number and another verification code and you get fiat back

For the particular atm pictured above: you put your banknotes in, scan the QR code with your address where they'll send BTC, set the fee using a slider, and confirm. You get a receipt with a secure watermark.
I used it a few days ago, it took about 30 seconds, and the BTC arrived in my wallet 30 minutes later.

As a German it makes me buttmad how my country pretends to be "progressive" while it's in reality backwards in many ways. The only Bitcoin ATM in Germany ever was in a bar in Berlin (Room77) and it had to be removed after the authorities pressured to do so.

Yep. 5k euros limit, and if you want to buy/sell 50k you just use it 10 times. 2 of them here in Sofia. One has 1% buy fee and huge selling fees, the other has 1% sell fee and huge buying fees. Overall it's cheaper than a wire to Kraken if you use the right ATM for the right job.
