What do you mean by 'fake stimulant drugs?' If it means 'misrepresented as controlled substances,' then you shouldn't do it. If it means 'sold as an energy boosting supplement which makes claims not evaluated by the FDA to... ' then you should do it.

As long as you don't claim (perhaps even imply) that it is a controlled substance, you should be fine. My suggestion: get powdered taurine, tyrosine, american ginseng, perhaps some b vitamins and garlic and mix those with the caffeine in pill form and call it something that implies focus and energy. You avoid the legal issues and you'll have a product that works better than caffeine alone. Good product = more customers.

It's just like drinking alcohol: If you drink beer it takes way longer to get drunk than if you drink whiskey or something straight up. Longer your body has to process something the safer it tends to be.
One problem I can forsee from OP:
They think its a stimulant like adderall, they take it, it doesn't work (because they have a caffine tolerance), then they take more than 1 because it's crunch time and they're studying for 5 exams. Then they forget to sleep, get tired, and exam time is close, so they pop another couple or more because they're fatigued and not thinking clearly. RIP.
Then they'll go looking for whoever sold the pills, and yes, you could be held liable

If you go to a different college campus every weekend and do it, sure sell em sugar pills who cares. If you're doing this at the college you attend people will quickly figure out that the pills are bullshit and will potentially seek to get revenge in any number of ways e.g. beating your ass, turning you in anonymously, stealing your shit, keying your car, etc.
