Honestly, contact a tech job hunting agency like Workbridge, tell them you're looking for something. They will call you with companies looking to hire, or contract work, then just talk to the employers and work it out.
You can also make a consulting website, SEO it a bit, then start upping your LinkedIn connections, displaying what you can do, saying your available for contract work.
Also, get involved in your local university's entrepreneurial environment and market your services. Theyre always looking for someone to build apps and stuff.
I did these, and making approx 125/hr per contract.

And he hasn't even turned 30.

Upwork is a scam. They artificially inflate freelancer prices, and the demand for even high skilled work is very low.

Also, they even let low-tier Pajeets in.
But they won't let a guy with blond hair and blue eyes and higher education in, because they have an algorithm which limits the amount of people who sign up to artificially inflate prices.
The result is that there is no work as no one wants shitty service for a high price, and people on Upwork end up making as much as Pajeets because there is no demand for their work.

Work for small business in your area. They'll gladly pay you $5 an hour to make them a website.

Join a startup. They may not pay upfront but it might work just fine for you.
Or start your own with a help of biz.

If you just offer generalized software services without selling yourself on some specific, very attractive skill or passion that only you have, you’ll definitely get eaten alive by the Indian horde.

This too, never even glanced at fiverr. Everything on that site reeks of curry, mainly due to the difference in how they focus on offering predefined “packages” of services, whereas upwork is a more in-depth, specialized, expert consulting type angle.

Being involved in a startup is a good way to network with other people with an entrepreneurial mind. You can make some pretty awesome connections and contract to others that want to build a business. They can also give you ideas to start some side projects.

Every time I hire someone off Upwork I always make it a priority to avoid Pajeets, and mainly only hire Russians. Nothing beats the Russians.
