Iota is a scam because the coordinator can never be removed.
The idea is that every transaction mines a bit and many transactions add to secure PoW. The problem is that security of PoW is relative to the value of the network. At any point the cost of attack must be larger than possible profit from the attack, and profit from the attack rises with the value of the network (profits from shorting, collateral damage, etc).
In other words, the fact that iota isn't already safe according to this criteria proves it's never going to be safe.
There's also the absolute security criteria, if the attack cost is really, really small people may attack the network at a loss as a joke. If iota's market cap was $1M or something that could be the case, and only for this case a temporary measure like the coordinator would make logical sense.
At the top, iota was valued at $14.5B, more than ethereum yesterday. The coordinator wasn't removed. So the issue is clearly with relative security, not absolute.
What could be done to change the relative equation is making the pow harder - however, that would cut out low-power iot devices completely, the supposed target of iota. This means iota can't work in a decentralized way, ever. They continue to claim it does, even though at this point it's obvious that's false. That makes it a scam.

I can tell you for a fact it works decentralized, the main problem is address deterioration which exposes funds the more transactions are completed. It runs significantly faster which means bot attacks also work significantly faster, combined with lower address security means funds can be stolen exponentially faster. The main problem is having a hash which is fast enough to outpace, troika is a step in the right direction but its still shit
