I started working for the federal government in the DC area and all of my coworkers are either black or women. I'm literally one of the few white guys in the entire building.
Is all of the government like this and is there anywhere else that's better? This shit is hell, I'm considering quitting this path altogether.

No. The greater DC area is predominantly black, as I'm sure you're well aware. I work in California for a government agency and my office with ~600 staff is pretty mixed, with a lot of whites but probably an over representation of asians and a smattering of blacks and hispanics.
Just don't give a fuck about anything and make sure you do your job as slow as possible. That's what black and female coworkers want so you don't outshine them.
Do that and you will fit right in.

t. wife worked as a paralegal for the city. everyone was pretty much at middle school level and refused to work unless their boss threatened them. i ran a team in a research office that was gov funded and i swear to god these guys were zen masters. they would come in to the office and stare at their screens and do nothing for 8 hours straight.
