EOS can run a side-chain of ETH as a second layer solution. However, this is not vice versa.

you've got it backwards. decentralized coins like ethereum can run a second layer with an architecture like eos on top, for scalability.

eos can't run a system like ethereum on top of it, because eos is not decentralized or secure enough for all the complexity you get with a decentralized network like ethereum to be worth it.
