He is/was the richest Man in America and when you are really rich you can influence the Government via donations to campaigns and the promotion of you pushing X law or policy which helps himself (if you were in Government).

The real first mover probably would have been Sears and how you could get a whole variety of stuff mailed to you (aside from it being basically a dead Company at this point). What Bezos did was do what Sears could do but with using Computers instead
