rootstock is a failed project. its based on the evm, no public evm product outside of ethereum is a workable solution long term.
bitcoin's smart contracts will be much safer and simpler, but not seen for a while. ethereums main selling point is that they take more risks and move faster even to their detrement. rootstock gives the worst of both worlds, slow moving thanks to bitcoin, with even less security than ethereum due to its centralized mining nature.
