How is GPI Link getting on/off-chain with any DLT exactly?
SWIFT’s PoC will include bank and corporate participants. A prototype will be demonstrated at Sibos in London in September 2019.
Chainlink will not be part of the event or have anything to do with the demonstration in question.

At the moment it seems they have found a way to do it without Chainlink and/or Chainlink token network.
I am sorry. If Chainlink was needed they would also be featured on Sibos 2019, but this is not the case, at the moment it seems, Chainlink is irrelevant fetching the off-chain data and connecting the blockchain to real world.
I am genuinely sorry I really wanted guys like this to make it but it is more than clear that SWIFT and Chainlink has parted ways.
