It's the owners of the companies. I mean put yourself in their shoes. They finally get a period of big growth, big gains, after years of breaking even and now all the employees want wages to cut into their slice of the pie. What is happening though is some companies are offering much higher wages and will be pillaging workers from their competition. This is what will force the owners everywhere to raise wages

because there are a huge number of people willing to work for 16/hr who have a degree.

No prospect of just saying "that is way below what I am worth, have you any other roles I can interview for paying closer to X?"
