Remove all blue boards (global NSFW) and instead let every OP specify if his thread allows porn / semi-porn. OP can then tag images that he think should not be there and janitors will have it appear in their list where they just need to click once to delete an image if it is indeed sexual. That way OP moderates his own thread but he can't delete any image without second opinion from a janitor.
Not going to happen but a man can dream.
