The cost of the miner less $600 was reimbursed to the purchaser in the form of Skycoin, which they could immediately sell to recover the cost.
And buying a miner for $10K was optional. Building DIY miners was also encouraged. Thousands of people have build DIY.
The Skywire network does exist, and the miner does mine, in that it earns Skycoin, in the same way Bitcoin miners earn Bitcoin.
Using existing ISP bandwidth is just during testnet. During mainnet, the nodes can also connect to each other via antennas/wifi/radio/fiber, bypassing those ISPs.
This is all basic stuff that you should already know if you had done any research into Skycoin.
