i'm not sure it does and i'm not sure it needs to be pow it's just a tough transition... eth needs miners who would become worthless overnight if switched to pow almost guaranteed they would fork off or switch to etc. tough shit.
there needs to be no more than 1 pow chain and that is btc. every other coin can secure itself against reorgs by marking it's checkpoints on the btc chain which is secured by all the hash.
at least i think that would make more sense.
