99% of the people locked up for "drug charges" are actually locked up because they were caught with drugs on their person while committing another felony. This is something the media doesn't tell you abd it's also why white people and other minorities seldom get nailed for possession. The federal budget is 3.4 trillion, the 700 billion military budget is a lot but it's not "54 of every 100". The US spends 3% of its gdp protecting its and europe's greater economic interests in the middle east as well as providing a bulwark of defense for the western hemisphere in general from potential Eurasian aggression. Europe spends about 1.7% GDP on average which is a lot considering they don't do much, but they're also only able to spend as little as they are because they are counting on American support abd technology should international relations fail.
Make no mistake, behind the scenes the European government wholly supports the US military presence to their south east and have flown many of their own sorties in the region to help facilitate it. They just don't want to pay for it, just like they don't want to pay for American pharmaceuticals, which make up 60% or more of all of the pharmaceuticals created in the world.
The reason for all that is, if the EU had to pull its own weight in NATO as well as pay a market price for american drugs (which would greatly alleviate the burden that's now being passed to American consumers) their own models would be exposed as unsustainably expensive for what they're actually getting-which they've deluded themselves into thinking is a great deal only through being able to compare themselves to the punished US
